Leave in Term Time
From 1st September 2024, Telford & Wrekin Council implemented the Government’s new National Framework for Penalty Notices. This update introduces important changes for parents and carers to be aware of regarding unauthorised absence, including holidays during term time.
What You Need to Know
-
10 sessions of unauthorised absence (equivalent to 5 school days) within any 10-week rolling period may result in a Penalty Notice – these do not need to be consecutive.
-
New fine amounts:
-
£160 per parent, per child.
-
This can be reduced to £80 – only on the first notice – if paid within 21 days.
-
Second Penalty Notices within 3 years will be charged at the full £160.
-
Third offences will result in alternative legal action – not another fine.
-
-
A Notice to Improve may be issued in some cases (but not for term time holidays).
Requesting Leave in Term Time
-
All leave must be requested in advance (minimum of 2 weeks) using a Request for Leave in Term Time Form
-
Retrospective requests cannot be authorised – if your child is absent without prior approval, it will be marked as unauthorised.
-
Only exceptional circumstances will be considered valid reasons for leave.
-
Holidays during term time are not considered exceptional circumstances by the Department for Education (DfE).
“Generally, the DfE does not consider the need or desire for a holiday or other absence for the purpose of leisure and recreation to be an exceptional circumstance.”
(DfE Guidance: Working Together to Improve School Attendance, Feb 2024)
What Happens Next?
-
If your request is approved, you will receive a confirmation letter outlining the agreed dates.
-
If the request is not approved and you still take your child out of school, the absence will be unauthorised and may result in a Penalty Notice.
-
Notification of the decision will be shared in writing, either handed directly to you or posted to your home.
